Minneapolis Health Brief: HCMC funding debate, Medicaid lawsuit, and measles case jump
Minneapolis, MN – March 4, 2026 – HCMC funding debate, Medicaid payments lawsuit, and Minnesota measles cases rising shape local care outlook.
Minneapolis-area health systems are watching two major policy and funding fights this week, as public health officials also track a rise in measles cases in the Twin Cities.
Hospital funding: HCMC warns of closure risk
Hennepin Healthcare, which runs Hennepin County Medical Center (HCMC) and clinics across the metro, is warning state leaders that ongoing losses could force a shutdown without new, stable funding. In a Feb. 27 report, county and health system leaders pointed to continuing financial strain and a large loss tied to uncompensated care.
Officials highlighted a proposal to redirect sales tax revenue currently used to pay off Target Field debt to support the safety-net hospital. A state senator said a closure would strain emergency departments across the region, while county leaders said they expect to know by May whether lawmakers will approve the redirection. If it fails, county leaders said a closure process could take 12 to 18 months and carry major costs.
Health insurance: Medicaid payment dispute moves to court
On March 2, Minnesota filed a lawsuit in federal court in Minneapolis seeking to block federal health officials from withholding $243 million tied to Medicaid spending, according to the Associated Press. State officials said the threatened holdback could force cuts in health care services that support low-income residents. Medicaid is known as Medical Assistance in Minnesota.
The lawsuit follows a federal warning that $259.5 million in fourth-quarter 2025 Medicaid payments could be withheld while officials seek documentation and a corrective action plan. In response to the broader fraud concerns cited by federal officials, Gov. Tim Walz announced an anti-fraud legislative package on Feb. 26 aimed at stronger oversight and enforcement tools across public programs.
Outbreak update: Minnesota measles cases double to 10
Also affecting Twin Cities residents, the Minnesota Department of Health reported Feb. 26 that Minnesota has logged 10 measles cases so far in 2026, up from five the week before, according to CBS Minnesota. The health department said all 10 cases were linked to exposure within the United States; the five previously reported cases were in the Twin Cities area, and at least four cases are linked.
Nationally, the CDC reported 982 confirmed measles cases in 2026 as of Feb. 19, and CBS Minnesota reported that 38 cases required hospitalization.
Health officials have urged residents to follow public health guidance, keep immunization records up to date, and call ahead before visiting a clinic or emergency department if measles exposure is suspected, so facilities can take precautions.
