Blue Shield Privacy Notice, Ongoing Network Split With Community Health Shape Fresno Care Access

Fresno, CA – March 7, 2026 – A Blue Shield privacy notice and its contract split with Community Health are affecting coverage and care access in Fresno.

Two developments are shaping how Fresno residents access care this week: a Blue Shield of California privacy notice tied to a vendor cyber incident, and the ongoing contract split between Blue Shield and Community Health System that continues to affect in-network access at key local facilities.

Blue Shield notifies members of vendor data breach

Blue Shield of California issued a February 24 notice to members about a potential privacy breach involving third-party vendor Conduent Business Services. According to the insurer, Conduent identified a cyber incident and later determined that an unauthorized party accessed its environment between October 21, 2024, and January 13, 2025.

Blue Shield said files associated with the health plan were obtained during that period. The information potentially involved may include member identifiers and certain health plan and claims details. The company stated that driver’s license numbers and banking or credit card information were not involved. Affected members are being offered one year of identity monitoring services.

For Fresno-area members, the notice is a reminder to review official communications from their insurer and keep contact information current to receive updates.

Community Health remains out of network for some plans

At the same time, the contract dispute between Blue Shield and Community Health System continues to leave some Blue Shield commercial and Covered California PPO members without in-network access at Community facilities.

Community Regional Medical Center in downtown Fresno is the region’s only Level I trauma center, and Community operates several hospitals and outpatient sites across the area. Community Health has posted ongoing updates outlining which Blue Shield plans are affected and what patients should know about billing and coverage status.

City leaders have previously expressed concern about the impact on residents who rely on Community providers for routine and specialty care. For patients, the practical effect can include higher out-of-pocket costs if services are considered out of network.

Why it matters locally

Health insurance network status and data security issues can directly affect appointment scheduling, continuity of care, and financial planning for families. Residents covered through Blue Shield, including those who purchase plans through Covered California, may want to verify whether their providers are considered in network before non-urgent services.

As these issues evolve, official updates from insurers and local health systems remain the primary source of information about coverage, billing, and member protections.
