Parma moves to lease former police station property for Terry Reilly health clinic
The Parma City Council authorized a lease of the former police-station property to Terry Reilly Health Services for a planned health clinic.
The Parma City Council has advanced a resolution authorizing a lease of the former city police-station property to Terry Reilly Health Services for construction, maintenance and operation of a health clinic.
The action, dated June 2026 and included in the council’s June 9 agenda materials, gives the mayor and city clerk authority to execute and attest the lease on behalf of the city.
The resolution identifies the property as city-owned land formerly used as the Parma Police Station. It says the property is not used or needed for another municipal purpose in the foreseeable future, creating the basis for leasing it to Terry Reilly.
What the authorization does
The proposed lease would allow Terry Reilly Health Services to use the former police-station property for a health-clinic project. The authorized uses include construction, maintenance and operation of the clinic.
The council action is a step toward making the property available for that purpose. It does not establish that construction has started or that the clinic is open.
The public resolution does not state the length of the lease, the rent, the clinic’s opening date, construction cost, staffing level or the exact services that would be offered. Those details will affect how quickly residents could use the site and what care would be available locally.
Potential local effect
A clinic on the former police-station property could give Parma residents a local site for primary and related health services, potentially reducing travel for care. The resolution, however, does not specify which medical services Terry Reilly would provide at the location.
The project also represents a proposed new use for municipal property that the city says is not needed for another foreseeable city purpose. The council’s authorization places responsibility for the next formal lease step with the mayor and city clerk, who were authorized to sign and attest the agreement.
The same June 9 council materials also listed a separate police-property health-clinic lease item. Earlier April 14 draft council minutes reported progress on Parma’s wastewater treatment project, including an updated total project estimate of $5.266 million and an anticipated bid-advertising period from Aug. 4 through Sept. 8, 2026. That wastewater project is separate from the proposed Terry Reilly clinic lease.
No clinic opening deadline, construction schedule or additional project milestones are identified in the lease resolution.
