Philadelphia health update: outbreak materials refreshed, regional EMS stabilizes, and Pennie sets 2027 timeline
Philadelphia, PA – March 3, 2026 – PDPH refreshed measles and bird flu resources; Delco closed Crozer EMS disaster order; Pennie outlined 2027 signup changes.
Philadelphia’s public health and care-delivery landscape saw several practical updates in the past week, from refreshed outbreak materials to insurance enrollment planning and regional emergency-medical coverage.
Outbreak readiness: PDPH shares updated measles and bird flu materials
The Philadelphia Department of Public Health’s Health Information Portal includes resource pages for measles and avian influenza (H5N1) that compile printable materials for community settings and healthcare environments.
For measles, the portal links to general fact materials, posters for healthcare settings, and resources tailored to early childhood education centers, with multiple language options. For bird flu, the portal links to informational flyers, including versions designed for childcare and healthcare audiences, also in multiple languages.
Healthcare access: Delaware County ends Crozer EMS disaster declaration
Delaware County Council voted unanimously to end the disaster declaration issued after the collapse of Crozer Health, a system that previously provided ambulance coverage to more than half of the county. The county said communities have established contractual arrangements for emergency medical services, allowing the declaration to be lifted.
While the vote is outside Philadelphia’s borders, Crozer’s closures have been closely watched across the region because emergency transport patterns and hospital capacity can cross county lines.
Health insurance: Pennie outlines a shorter 2027 open enrollment window
A Pennsylvania Office of Rural Health update summarized federal requirements affecting Affordable Care Act marketplace enrollment. Pennie’s board voted to set Pennsylvania’s 2027 Open Enrollment Period from October 15 to December 15, a shorter window that stakeholders said helps reduce overlap with Medicare Open Enrollment, which begins October 15.
The update also highlights other federal changes Pennie and insurers will need to incorporate, including timing rules for plan filings and a pre-renewal verification process tied to continued eligibility for premium tax credits.
Workforce pipeline: CCP highlights a new health care simulation lab
Community College of Philadelphia announced a newly built, $2 million Health Care Simulation Lab on its Main Campus. The college said the 3,400+ square-foot space is designed to mirror modern clinical environments and give students hands-on training experiences.
